- 粉状のものをふりかける:dust crops with fertilizer(作物に肥料をまく)
「ほこり・粉」という名詞を動詞にすると、「粉を取る」にも「粉をつける」にもなってしまうわけです。
同じ型の単語はほかにもあります。
- seed:「種をまく」と「(果物の)種を取りのぞく」(AHD)
- trim:「切って整える・余分を取る」と「飾りをつける」(trim a blouse=ブラウスに縁飾りをつける。AHD)
- skin:skin the banana は「バナナの皮をむく」。でも言語学者ジェジュルの論文によると、skin the sofa は「ソファに革を張る」とも読める
02sanction は「許可」と「制裁」。“罰する”は1900年代後半から
ニュース英語でよく見る sanctions は「(経済)制裁」。The UN imposed sanctions on the country.(国連はその国に制裁を科した)のように使います。
ところが同じ sanction には、「正式に認める、許可する」という意味もあります。The plan was sanctioned by the school.(その計画は学校に正式に認められた)。
The mistake was an oversight.(その間違いは見落としだった)と The committee has oversight of the budget.(委員会が予算を監督している)。

ただ多くの場合、dust the shelf と dust the cake with sugar のように、いっしょに使う言葉がどちらの意味かを決めています。単語を覚えるときは、意味だけでなく、組み合わせごと覚えておくと安心です。

Some English words have two opposite meanings. Take the verb "dust." If you dust a table, you take the dust off it.
But if you dust a cake with sugar, you put a light layer of sugar on it. The word "sanction" is like this too. It can mean "to allow something" or "to punish someone." People usually know which meaning is right from the other words around it.

英単語の中には、正反対の2つの意味をもつものがあります。動詞の「dust」を例にとりましょう。テーブルを dust すると、テーブルからほこりを取りのぞくことになります。
でもケーキを砂糖で dust すると、ケーキに砂糖をうすくのせることになります。「sanction」という単語も同じです。「何かを許可する」という意味にも、「だれかを罰する」という意味にもなります。どちらの意味が正しいかは、たいてい周りのほかの言葉から分かります。

Q2. What do you do when you dust a table?
If you dust a table, you take the dust off it. とあるので C。
Q3. In the passage, what does "punish" mean?
punish は「(悪いことをした人を)罰する」なので A。sanction の2つめの意味。
English has a small group of words that can mean two opposite things. Some people call them "Janus words," after a Roman god with two faces looking in opposite directions. "Dust" is a good example. You dust furniture to remove dust, but you dust cookies to add sugar. "Oversight" can mean careful watching, as when a committee has oversight of a budget, or it can mean a careless mistake.
"Sanction" can mean both "approve" and "punish." According to the American Heritage Dictionary, the verb meant "to allow by law" in the 1700s and only began to mean "to punish" in the second half of the 1900s. In most sentences, the words around a Janus word make its meaning clear.

"Cleave" is often given as a classic case of a word with opposite meanings, since it can mean "to split apart" or "to stick closely." Look it up in the American Heritage Dictionary, though, and you find two separate entries. One comes from the Old English verb "clēofan," to split, and the other from "cleofian," to cling. Over the centuries the two verbs came to sound and look the same.
So "cleave" is really two words that collided, while "sanction" is one word whose meaning spread in two directions. The linguist B. I. Karaman, writing in 2008, sorted words like these into five types based on the kind of opposition involved.
A 2018 paper by Paweł Dziedziul looked closely at verbs such as "skin" and "seed," where one sense removes something and the other adds it. He argued that such words can cause trouble for machine translation, because the grammar of the sentence often stays the same in both readings. Then there is "inflammable," which looks like the opposite of "flammable" but means the same thing. The dictionary's advice is to avoid it and write "flammable" instead.
