For as long as anyone could remember, the mice and the weasels had been at war. Again and again they fought in the fields and under the barns, and every time, the weasels won. The mice lost many brave soldiers, and they were very unhappy.
At last the mice held a great meeting in an old barn. Hundreds of mice came, and they all talked at once. "Why do we always lose?" they asked each other. "We are just as brave as the weasels."
An old gray mouse stood up. "I know the reason," he said. "When we fight, everyone runs in different directions. Nobody tells us what to do. The weasels are well organized, but we are not. What we need are leaders. We need generals who will plan our battles and command our army."
All the mice agreed that this was an excellent idea. So they chose the most important mice to be their generals. Some were chosen because they came from famous families. Some were chosen because they were strong or clever, and some because they had fought bravely in the past. Then the generals divided the army into groups and trained them every day. Soon the mice could march in neat lines and turn left and right together.
When everything was ready, a mouse with a loud voice went to the weasels and announced that the mice were ready for war.
On the morning of the battle, the new generals had another idea. "We must look different from ordinary soldiers," said one of them. "Then everyone will know who we are and will follow us." So each general made himself a tall, splendid hat out of straw and tied it firmly to his head. Some of the hats had feathers. Some had long, pointed horns. The generals looked very grand indeed, and they were very proud of themselves.
The two armies met in a wide field. The weasels ran forward with their sharp teeth showing. The mice tried to stay in their neat lines, but when they saw the weasels coming, they forgot all their training. In a few moments, the whole mouse army had turned and was running as fast as it could toward the holes in the barn wall.
The ordinary soldiers were small, and they slipped into the holes easily. But when the generals reached the holes, they could not get in. Their tall straw hats were much too big. They pushed and pulled, and they twisted their heads this way and that, but the hats would not go through. The hats were tied on so firmly that they could not take them off.
While the generals were stuck at the holes, the weasels arrived. Not one of the generals escaped, and the weasels carried them all away.
Later that day, the small soldiers came out of their holes and looked across the empty field. Here and there, a few broken straw hats lay in the grass. The old gray mouse picked one up and turned it over in his hands.
"We wanted leaders who could be seen by everyone," he said quietly. "But the weasels could see them, too."
