Japan is one of the richest countries in the world. Most children have clothes to wear, a place to sleep, and three meals a day. So many people are surprised to learn that about one in nine children in Japan lives in poverty. How can this be true?
The answer depends on what we mean by "poverty." When people hear this word, they often imagine people who do not have enough food or clean water. This is called absolute poverty. The World Bank says that a person is in extreme poverty if they live on less than three US dollars a day, after the differences in prices between countries are considered. In 2024, more than 800 million people in the world were living in extreme poverty, mostly in poorer countries.
In rich countries like Japan, experts usually use a different idea, called relative poverty. A person is in relative poverty if their household's income is less than half of the middle income in that country, after family size is taken into account. People in relative poverty may have a home and food, but they cannot live in the way that most people around them do.
Every three years, the Japanese government carries out a large survey of people's lives and incomes. According to the latest survey, the poverty line in 2024 was 1.38 million yen a year for a person living alone. For a family of four, the line is about twice that amount, or about 2.76 million yen a year. The child poverty rate was 11.0 percent. This is lower than the peak of 16.3 percent in 2012, but it still means that many children are affected.
The situation is much more serious for single-parent families. In families with children and only one adult, the poverty rate was 44.7 percent, or almost one in two. In families with two or more adults, it was only 6.7 percent. Most single-parent families in Japan are headed by mothers, and many of these mothers work in part-time or other unstable jobs with low pay.
Relative poverty is often hard to see. Children in poor families may wear the same kind of clothes as their friends and even have smartphones. But they may not be able to join a school trip, go to a cram school, or play a sport that needs expensive equipment. Some skip meals during summer vacation, when there is no school lunch. Others give up on going to university because of the cost.
Experts are worried that poverty can be passed from parents to children. Children from low-income families are less likely to go to university, and without higher education, it can be harder to find a stable job with good pay. When these children become parents, their own children may grow up in poverty, too. This is one reason why child poverty is a problem for the whole society, not just for each family.
In 2013, Japan passed a law to fight child poverty, and both national and local governments have been increasing their support since then. For example, the government gives money to single-parent families with low incomes, and since 2020, many students from low-income families have been able to get help with university fees and scholarships that do not need to be paid back. Volunteers have also started kodomo shokudo, which serve free or cheap meals, and free study classes for children.
Not everyone agrees about the best way to help. Some people believe that the government should give more money directly to poor families, because parents know best what their children need. Others prefer services such as free school lunches and free education, because these are sure to reach the children themselves. Some people also question the idea of relative poverty. They point out that if everyone's income rises, a family can still be counted as poor even though its life has improved.
What do you think? Some people say that the government should spend much more money to end child poverty, because every child deserves the same chance to learn and grow. Others say that families and local communities should play a bigger role, because the government's budget is limited and many other problems also need money.
