- rugby → rugger(ラグビー)。
- breakfast → brekker(朝ごはん)。
- association → soccer(サッカー)。

In the United States, "football" usually means American football. So Americans use "soccer" for the game that British people call football. That makes "soccer" sound American, but the word was first used in England.
In 1863, the Football Association wrote a single set of rules, and the game played under them became known as "association football." Students at English schools and universities liked to cut long words short and add "-er" to the end.
"Rugby" became "rugger," "breakfast" became "brekker," and "association" became "soccer." The Oxford English Dictionary's earliest example of "soccer" is from 1885. Most of these joke words stayed in Britain. "Soccer" crossed the Atlantic and became the normal word in North America.

Q1. What is the main point of the passage?
That makes "soccer" sound American, but the word was first used in England が中心の内容なので A。
Q2. What happened in 1863?
In 1863, the Football Association wrote a single set of rules とあるので C。
Q3. Why do Americans say "soccer" instead of "football"?
In the United States, "football" usually means American football. So Americans use "soccer" とあるので B。
Ask an American fan and a British fan what they call the sport, and you will likely hear two answers: "soccer" and "football." It is easy to assume that "soccer" is an Americanism, but the word was coined in England. After the Football Association agreed on a common set of rules in 1863, the game played under them was called "association football."
Students at English public schools and universities had a habit of clipping a word to one syllable and adding a jokey "-er." That habit gave them "rugger" for rugby and "brekker" for breakfast, and it turned "association" into "soccer." The Oxford English Dictionary's oldest example dates from 1885, while the Random House dictionary gives 1890 to 1895, so the exact start depends on which record you go by.
The dictionaries do not say who used it first. Random House reports that the "-er" fashion began at University College, Oxford, in the late 1870s, but it passes this on only as something people say. Few of these student words reached North America. "Soccer" did, and today it is the usual word there, where "football" means a different game. Dictionaries note that British speakers also still use it alongside "football."
