    解説unilaterally change the status quo by force or coercion(力や威圧による一方的な現状変更)は、日本政府の英語に繰り返し出てくる決まった言い方です。status quo は「現状」、enshrined in ... は「(憲章・憲法などに)定められた」。rule of law とセットで覚えましょう。

    解説主語は The full implementation of Security Council resolutions(安保理決議の完全な履行)と長く、動詞は最後の is essential です。長い主語を見抜くのが政府の英語を読むコツです。denuclearization は「非核化」。

    To this end, it is essential to expand the number of both permanent and non-permanent members in order to ensure the legitimacy and representativeness of the Security Council.

    解説To this end は「この目的のために、そのためには」で、演説や公式文書の定番のつなぎの言葉です。permanent member は「常任理事国」、non-permanent member は「非常任理事国」。legitimacy は「正統性」です。
