The next time you go to a convenience store, look at the name tag of the person at the counter. You may see a name from Vietnam, Nepal, or China. Many people from other countries are now working in Japan, and they have become an important part of our daily lives.
Their number is growing quickly. In October 2025, there were about 2.57 million foreign workers in Japan, the highest number ever recorded. The number has risen for thirteen years in a row. The largest group, about one in four, came from Vietnam.
Why does Japan need these workers? The main reason is that Japan's population is getting older and smaller. Many companies cannot find enough young workers. Factories, farms, building sites, and nursing homes are especially short of people. About a quarter of foreign workers work in manufacturing, more than in any other industry. They make things such as car parts and food products.
Foreign workers come to Japan in several different ways. For many years, one of the main ways was the Technical Intern Training Program, which started in 1993. Its goal was to teach skills to people from developing countries, so that they could use those skills back home. However, the program was strongly criticized. Some interns were paid too little, and in most cases they were not allowed to change companies, even when they were treated badly.
Because of these problems, the government decided to end the program. From April 2027, it will be replaced step by step by a new system called "Employment for Skill Development." The new system's goal is to train workers and keep them in Japan, not just to teach them skills. Workers will also be able to change companies more easily under certain conditions.
Another way is a status called "Specified Skilled Worker," which began in April 2019. It is for people who have a certain level of skill and Japanese ability. It covers fields such as nursing care, agriculture, food service, and building cleaning. At the end of 2025, about 390,000 people were living in Japan with this status, about 37 percent more than a year before.
What about convenience stores? Many of the foreign staff there are international students. They come to Japan to study at language schools, colleges, or universities, and they are allowed to work part-time, usually up to 28 hours a week. Their work helps stores stay open twenty-four hours a day, and it helps the students pay for their living costs.
Farms are another example. In some farming areas, young workers from Southeast Asia help to grow and pick vegetables and fruit. Many farmers say that without them, they could not continue their business. In nursing care, workers from countries such as Indonesia and the Philippines take care of elderly people, and many of the people they care for enjoy talking with them.
Language is another key to working in Japan. Many companies and towns now offer Japanese lessons for foreign workers. Some workers study hard after work to pass Japanese tests, because a higher level of Japanese can help them get better jobs or stay in Japan longer.
Many people welcome these changes. Foreign workers fill jobs that would otherwise stay empty. They pay taxes and spend money in Japan, which helps the economy. They also bring new ideas and cultures to local communities. In some small towns, foreign workers and their families have even helped to keep local schools and festivals going. Some people even say that many Japanese businesses could not continue without them.
However, others have concerns. Some worry that wages will stay low if companies can easily hire workers from abroad. Others point out that some foreign workers face language barriers, unfair treatment, or difficulty finding a place to live. Some local people are also worried about differences in rules and customs, such as how to sort garbage. Communities need time and support to live together smoothly.
What do you think? Some people say that Japan should accept more foreign workers, because the country needs them to solve its labor shortage. Others say that Japan should be careful, because it must first make sure that foreign workers are treated fairly and that local communities are ready.
