In 2024 and 2025, many shoppers in Japan were shocked by the price of rice. In 2025, rice in supermarkets cost more than twice as much as it had in early 2024, and the government decided to release rice from its emergency stocks. For a country where rice has been the main food for centuries, this was a surprise. It also made many people ask a bigger question: how much of our food does Japan actually produce for itself?
One way to answer this question is to look at the food self-sufficiency rate, which shows how much of the food a country eats is produced inside that country. Japan's Ministry of Agriculture, Forestry and Fisheries calculates this rate every year in two main ways. The calorie-based rate compares the calories in food produced in Japan with the total calories of all the food supplied to people in Japan. The production-value-based rate does the same thing using money instead of calories.
The results are quite different. In the 2025 fiscal year, Japan's calorie-based rate was 37 percent, one point lower than the year before. In other words, more than 60 percent of the calories in Japan's food supply depended on other countries. The production-value-based rate, however, was 66 percent. The gap exists because Japan grows many vegetables, fruits, and other foods that are valuable but fairly low in calories, while it imports large amounts of high-calorie foods such as wheat, soybeans, and cooking oil.
The calorie-based rate has fallen a long way. In 1965, it was 73 percent, so it has dropped by about half in sixty years. The main reason is a change in the way Japanese people eat. In the 1960s, people ate much more rice, which Japan can grow almost entirely by itself. Since then, they have been eating less rice and more meat, dairy products, bread, and food cooked in oil. Much of the wheat for bread and noodles, the soybeans for tofu and soy sauce, and the seeds used to make cooking oil are imported.
The figures for individual foods show this clearly. In the 2025 fiscal year, Japan produced about 95 percent of the rice it used, but only about 16 percent of its wheat. Most of the wheat comes from countries such as the United States, Canada, and Australia.
Meat, milk, and eggs are an interesting case. About 97 percent of the eggs eaten in Japan are laid by chickens in Japan. However, those chickens mostly eat corn and other feed brought from abroad, and only about a quarter of all animal feed used in Japan is produced in Japan. The calorie-based rate does not count food made with imported feed as truly domestic. As a result, the rate for eggs in the 2025 fiscal year was only about 11 percent. If ships carrying feed stopped coming, Japanese farms could not keep producing so many eggs.
Why does this matter? Food from abroad is usually cheap and reliable, but it is not guaranteed. Bad harvests, wars, and animal diseases can suddenly reduce supplies or push up prices. In 2022, for example, after Russia launched a full-scale invasion of Ukraine, a major wheat exporter, world prices of wheat and fertilizer rose sharply. Japan also imports most of the materials for fertilizer and almost all of the fuel that farm machines need. Climate change may make such shocks more common in the future.
Japanese farming also faces problems of its own. The number of people whose main job is farming fell from about 1.36 million in 2020 to about 1.04 million in 2025, and about 70 percent of them are 65 or older. Many farmers have no one to take over their land when they retire, and some fields have been left unused.
The government is trying to respond. In 2024, it revised the basic law on food and agriculture for the first time in about 25 years and made food security one of its central aims. It has also set a goal of raising the calorie-based rate to 45 percent by the 2030 fiscal year. To reach this goal, it supports farmers who grow wheat, soybeans, and animal feed in fields that were once used for rice, and it encourages young people to start farming.
However, not all experts agree that the calorie-based rate is a good measure. Few other countries use it as an official target. Critics point out that the rate can rise simply because imports fall, even if Japan does not produce any more food. Moreover, because thrown-away food is included in the total calories, the large amount of food waste in Japan makes the rate look lower than it would otherwise be.
Some experts argue that the more important question is whether Japan could feed its people in an emergency. Partly for this reason, in 2025 the government also began publishing a new figure, which compares the calories produced in Japan with the calories that people actually need for daily life. By this measure, the rate in the 2025 fiscal year was 45 percent. This is higher than 37 percent, but it is still less than half.
So what should Japan do? Some people believe that the country should grow much more of its own food. They suggest growing more wheat and soybeans, producing more animal feed at home, and using new technology such as drones and self-driving tractors so that fewer farmers can manage larger fields. Eating more rice and local food would also help. In their view, a country that cannot feed itself is in a weak position.
Others argue that producing everything at home is neither possible nor wise. Japan is a mountainous country with a large population, and it does not have enough farmland to support today's diet by itself. Instead, they say, Japan should buy food from many different countries, build good relationships with its trading partners, and keep enough food in storage for emergencies. Trade can actually make food supplies safer, because a bad harvest in one country can be covered by imports from others.
What do you think? Some people say that Japan should raise its food self-sufficiency rate, because depending on other countries for food is risky in an age of wars and climate change. Others say that Japan should focus on trading with many countries and storing food, because the country does not have enough land to feed everyone by itself.
