Imagine a high school class in Japan in which one student uses a wheelchair, another moved from the Philippines three years ago, and another has quietly told a few close friends that he is gay. A generation ago, such a class might have seemed unusual. Today, it is increasingly ordinary. The words "diversity" and "inclusion" now appear in school textbooks, company reports, and government plans, and they are common themes in university entrance exams. But what do these words really mean, and why do so many people believe that they matter?
Diversity refers to the differences among people: in gender, age, nationality, ethnic background, language, religion, disability, sexual orientation, and ways of thinking. Inclusion is something different. It means creating an environment in which people of all these backgrounds are respected, can take part fully, and feel that their voices are heard. One way to put it is that diversity is about who is in the room, while inclusion is about whether everyone in the room is actually able to speak. A group can be diverse without being inclusive if some of its members are present but ignored.
Japan has long been described as a relatively uniform society, but this image no longer matches reality. The number of foreign residents has reached record levels in recent years, and in many workplaces, colleagues from other countries are now a normal part of daily life. Because the population is aging, many teams now include people in their twenties working alongside people in their sixties and seventies. At the same time, people have become more open about differences that were once hidden, such as disabilities that cannot be seen and sexual orientation.
Schools are changing, too. In recent years, many Japanese schools have started to let students choose between skirts and trousers regardless of gender, partly so that students who feel uncomfortable with traditional uniforms do not have to explain themselves. Some schools with many students from abroad offer extra Japanese lessons and send letters to parents in several languages. Such changes may seem small, but they send a message that every student is expected and welcome.
Supporters of diversity usually make two kinds of arguments. The first is a moral one. Everyone deserves to be treated with dignity and to have the same chances in life, regardless of who they are. From this point of view, shutting people out because of their background is simply unfair, whether or not it has any effect on economic performance.
The second argument is practical. People with different experiences notice different problems and suggest different solutions. A product team made up only of young men may not realize that a design is hard for older people or for women to use. For many years, car crash tests were carried out mainly with dummies based on the body of an average man, so some risks for women were overlooked. Some studies have found that diverse groups make fewer careless mistakes, because members are more likely to question one another's assumptions instead of simply agreeing. Companies that serve customers from many backgrounds may also benefit from employees who understand those customers.
However, researchers also warn against simple claims. Diversity does not automatically lead to better results. When members of a group do not trust each other, or when people in the minority feel that they cannot speak freely, differences can lead to misunderstanding and conflict rather than creativity. Many experts therefore argue that the benefits of diversity depend on inclusion: on leaders who actively invite different opinions, and on rules that treat everyone fairly.
Disability offers a clear example of how inclusion works in practice. In Japan, a law to eliminate discrimination against people with disabilities was revised, and since April 2024, private businesses have been legally required to provide "reasonable accommodation." This means making changes that are not too costly or difficult, such as reading a menu aloud to a customer who cannot see well, or allowing a student with a hearing disability to use a captioning app in class. Behind this rule is the idea that disability is created not only by a person's body but also by barriers in society, and that many of those barriers can be removed.
One of the most discussed areas of diversity in recent years concerns sexual orientation and gender identity. People who are lesbian, gay, bisexual, or transgender, often called LGBT people, have long faced prejudice in many societies. In June 2023, Japan passed a law to promote public understanding of sexual and gender diversity. The law was criticized from more than one side. Some said that it did not go far enough, because it does not clearly ban discrimination, while others worried that it had been passed too quickly, without enough public discussion.
Another debate concerns same-sex couples. Japanese law does not currently allow two people of the same sex to marry. In 2015, Shibuya and Setagaya wards in Tokyo began recognizing same-sex partnerships, and many other local governments followed. By 2025, more than 500 municipalities had such partnership systems, covering a large majority of Japan's population. These systems can help couples in practical ways, for example when they apply for public housing or, at some hospitals, when they want to visit a sick partner. However, they are not legally the same as marriage, and they do not give rights such as inheritance.
Internationally, the Netherlands became the first country to allow same-sex marriage, in 2001, and Taiwan became the first place in Asia to do so, in 2019. Many countries in Europe and the Americas have done the same, and Thailand followed in 2025. In Japan, couples have filed several lawsuits. Between 2024 and 2025, five high courts ruled that not allowing same-sex couples to marry was unconstitutional, while another high court reached the opposite conclusion in late 2025. In 2026, the Supreme Court took up the cases.
Opinions in Japan are divided, and it is important to understand the different positions fairly. Supporters argue that same-sex couples love each other and build families just as other couples do, and that denying them marriage is a form of unequal treatment. They point out that without legal recognition, couples can face serious difficulties when one partner becomes ill or dies. Others take a more cautious view. Some believe that marriage has traditionally been understood as a union between a man and a woman, and that such a basic change should be decided carefully by the Diet after wide public debate, rather than by the courts. Some suggest strengthening the partnership systems instead of changing the definition of marriage.
Diversity efforts also face criticism of a more general kind. Some people complain that companies talk about diversity mainly to improve their image, without changing how decisions are actually made. Others worry that if organizations focus too much on numbers, such as the share of women or foreign employees, people may feel that they were selected because of a category rather than their ability. And some people feel tired of being told which words they may or may not use. These concerns deserve attention, because inclusion that is forced or superficial is unlikely to last.
Even so, there are good reasons to think that learning to live with difference is a necessary skill for the future. As Japan's population shrinks, the country will need the abilities of everyone: women, older people, people with disabilities, and people from abroad. In a globalized economy, today's students are likely to study and work with people whose backgrounds are very different from their own. Some companies also report that when employees can be open about who they are, they are more likely to stay and to share ideas. The ability to listen, to question one's own assumptions, and to disagree respectfully may become as important as any academic subject.
Inclusion often begins with small actions. A student who learns to pronounce a classmate's name correctly, a manager who asks the quietest person in a meeting for an opinion, and a shop that offers a picture menu for visitors all make it easier for people to feel that they belong. Diversity is a fact of modern life; inclusion is a choice that individuals and organizations make every day.
What do you think? Some people say that schools and companies should actively promote diversity and inclusion, because everyone deserves equal respect and different points of view lead to better decisions. Others say that such efforts should not be forced, because changes in values take time, and people should be judged by their abilities rather than by the groups they belong to.
