After school, the sound of a trumpet comes from the music room. On the school ground, the soccer team is running. In the gym, the basketball team is practicing hard. This is a normal scene at a junior high school in Japan. Club activities, or bukatsu, are a big part of school life.
Imagine a student named Hana. She is in the brass band, and she practices every day after school and on Saturdays, too. "It is hard, but I love it," she says. "My best friends are in the band, and our concert is the best day of the year."
Club activities have many good points. Students can try sports and music without paying much money. They learn teamwork and how to work toward a goal. They also make friends with older and younger students. Many adults say that the things they learned in their club helped them later in life.
But there are some problems, too. Some clubs practice almost every day, even on weekends and during vacations. Students may become too tired to study, and they have little time for their families or hobbies. Some students feel that they cannot quit, even when they want to.
Teachers have problems, too. In Japan, teachers usually lead the clubs, and they often do it after their other work. In 2018, an international survey by the OECD found that junior high school teachers in Japan worked about 56 hours a week. That was the longest of all the countries and areas in the survey. Japanese teachers spent about 7.5 hours a week on club activities and other activities outside class. The average in the other places was only about two hours.
There is another problem. A teacher who has never played tennis may have to coach the tennis team. A teacher who cannot read music may have to lead the brass band. This is hard for the teacher, and the students may not learn as much as they want to.
Because of these problems, Japan has started to change its clubs. In 2023, the country began to move weekend club activities at public junior high schools from schools to local communities. Coaches from local sports clubs and music groups, not school teachers, will teach the students. Each town is changing at its own speed.
Many people like this idea. Students can learn from coaches with special skills, and teachers can have more time to prepare lessons and rest. But there are worries. Some families may have to pay money for the new clubs. In small towns, it may be hard to find enough coaches. Students may also need to travel farther to practice.
What would Hana think about these changes? She might say, "I want to keep playing with my friends. But I also want my teacher to have time to rest. Maybe there is a way to do both."
What do you think? Some people say every student should join a club, because they can make good friends and learn teamwork. Others say students should not have to join a club, because they need time to study, rest, and enjoy other hobbies.
