緊急地震速報が誤報に　「M9.9」と出て10分たたずに取り消し、本当はM6.9

Japan's weather agency sent out an earthquake warning on Friday afternoon. Less than 10 minutes later, it canceled the warning.

日本の気象庁が、金曜日の昼すぎに地震の速報を出しました。そして10分もたたないうちに、その速報を取り消しました。

The warning came at around 12:40 p.m. on October 16. It said strong shaking could hit a wide area from Hokkaido to the Tokai region. It also showed an earthquake of magnitude 9.9 near the Kuril Islands. No earthquake that big has ever been recorded.

速報が出たのは、10月16日の午後0時40分ごろです。北海道から東海地方までの広い地域が、強く揺れるかもしれないという内容でした。また、千島列島の近くでマグニチュード9.9の地震が起きたと出ていました。そんなに大きな地震は、これまで一度も記録されたことがありません。

There was a real earthquake near Russia's Kamchatka Peninsula. But it was magnitude 6.9 and more than 100 kilometers deep. Japan had only weak shaking. A weather company said there was no tsunami danger.

実際の地震は、ロシアのカムチャツカ半島の近くで起きていました。でも、大きさはマグニチュード6.9で、深さは100キロメートル以上でした。日本では、弱い揺れしかありませんでした。天気の会社は、津波の心配はないと伝えました。

The Japan Meteorological Agency is checking why the warning was wrong. Later, it said a function to stop wrong warnings did not work. It said the mistake was not caused by a cyberattack. A similar mistake happened in 2018.

気象庁は、なぜ速報がまちがっていたのかを調べています。その後、まちがった速報を防ぐための機能が働いていなかったと明らかにしました。まちがいはサイバー攻撃によるものではないとも話しました。2018年にも、にたまちがいがありました。

These warnings are sent to TVs and phones when strong shaking is expected. When you hear one, the agency says to protect your head and get under a sturdy desk.

この速報は、強い揺れが予想されるときに、テレビやスマホに届くしくみです。速報を聞いたら、頭を守って、じょうぶな机の下に入るように、と気象庁は言っています。

Japan's weather agency issued an earthquake early warning for a wide area on Friday afternoon, then canceled it less than 10 minutes later. The warning was sent at around 12:40 p.m. on October 16. It said strong shaking was expected from Hokkaido to the Tokai region.

日本の気象庁は金曜日の昼すぎ、広い地域に緊急地震速報を出し、10分もたたないうちに取り消しました。速報が出たのは、10月16日の午後0時40分ごろです。北海道から東海地方にかけて、強い揺れが予想されるという内容でした。

The alert estimated a magnitude 9.9 earthquake near the Kuril Islands. It predicted shaking up to about intensity 7, Japan's highest level, in parts of Hokkaido and Tohoku. A quake of that size would have been the largest ever recorded.

速報では、千島列島の近くでマグニチュード9.9の地震が起きたと見積もっていました。そして、北海道と東北の一部で、日本の震度階級でいちばん上の震度7程度の揺れを予想していました。その大きさなら、記録が残る中で史上最大の地震になるところでした。

A real earthquake had occurred near Russia's Kamchatka Peninsula shortly before. The earthquake's magnitude was estimated at 6.9, and its depth at about 160 kilometers. The strongest shaking in Japan was intensity 1, recorded in Hakodate, Hokkaido. Weathernews said there was no danger of a tsunami.

実際には、その少し前に、ロシアのカムチャツカ半島の近くで地震が起きていました。地震の大きさはマグニチュード6.9、深さは約160キロメートルと推定されています。日本でいちばん強かった揺れは、北海道函館市の震度1でした。ウェザーニュースは、津波の心配はないと伝えました。

Later, the agency said a feature meant to prevent false alerts had not been working. The feature, added in 2020, is meant to stop the system from using stations over 700 kilometers from a quake to estimate its magnitude. The agency said a human mistake in the system's settings may have been to blame. A senior official apologized for the false alert. The agency said the error was not caused by a cyberattack and that it is still investigating.

その後、気象庁は、まちがった速報を防ぐための機能が働いていなかったと明らかにしました。この機能は2020年に加えられたもので、地震の大きさ（マグニチュード）を計算するときに、震源から700キロメートルより遠い観測点のデータを使わないようにするしくみです。気象庁は、システムの設定のときに人のミスがあったのかもしれないとしています。気象庁の幹部は、まちがった速報をおわびしました。気象庁は、まちがいはサイバー攻撃によるものではないとし、くわしいことはまだ調べているとしています。

The agency said it was the first time it had canceled a warning. But the system has overestimated shaking before. In January 2018, the system treated two small earthquakes as a single larger quake. Early warnings are based on the first small waves of an earthquake, which the system uses to predict how strong the later shaking will be. The agency says its forecasts of shaking can be off by about one level on the scale.

気象庁によると、警報を取り消したのは初めてです。ただ、システムが揺れを大きく見積もりすぎたことは、前にもありました。2018年1月には、2つの小さな地震を、システムが1つの大きな地震として扱いました。緊急地震速報は、地震の最初の小さな揺れをもとに、あとからくる揺れの強さを予想するしくみです。気象庁によると、揺れの予想は震度で1つくらいずれることがあります。

The agency advises people who hear a warning to protect their heads and move under a sturdy desk instead of rushing outside. It also says strong shaking can arrive anywhere from a few seconds to several tens of seconds after a warning.

気象庁は、速報を聞いたら、あわてて外へ飛び出さずに、頭を守ってじょうぶな机の下に入るよう呼びかけています。また、速報が出てから強い揺れがくるまでは、数秒から数十秒ほどしかないとしています。
