In Japan, May 3 is a national holiday called Kenpo Kinenbi. In English, we call it Constitution Memorial Day. A constitution is the most important set of rules for a country. It says how the country works and what rights people have.

Japan's constitution was announced on November 3, 1946. But it did not start on that day. It came into use six months later, on May 3, 1947. Here is a little secret. The government chose May 3 first, and then it counted back six months to pick November 3.

The new constitution was big news. On May 3, 1947, people held a ceremony in front of the Imperial Palace in Tokyo. The same day, a famous theater had a party with violin music and a kabuki dance. A group also made a small book about the constitution. About 20 million copies went to homes all over Japan.

May 3 became a national holiday in 1948. At first, some lawmakers wanted Children's Day on May 3. They liked the idea of mixing March 3, the girls' festival, and May 5, the boys' festival. But Constitution Memorial Day took May 3, so Children's Day moved to May 5.

Today, May 3 is in the middle of Golden Week, a group of spring holidays. Many families travel or relax in the park. Newspapers and TV programs talk about the constitution, and some people go to talks about it. It is a good day to think about the rules we all share.

Which Day Should a Country Remember?

B1–B2

197 words

Every country with a written constitution faces a simple question: which day deserves to be remembered? It could be the day the text was signed, the day it was announced, or the day it actually began to work. Japan chose the last option. Its constitution was promulgated on November 3, 1946, but the holiday marks May 3, 1947, when the document took effect. When lawmakers created the holiday law in 1948, this choice was debated, and an official report noted a good deal of disagreement.

Other countries made different choices. The United States remembers September 17, 1787, when delegates signed its constitution in Philadelphia. Yet it is an observance rather than a day off, and under a 2004 law, schools receiving federal money must teach about the constitution on that day. Norway, by contrast, turns May 17 into a national celebration, with children's parades in towns across the country. Poland honors a constitution from 1791 that lasted only about a year, yet it became a lasting symbol of national pride.

These differences reveal what each society values. A constitution holiday can be a party, a lesson, or simply a quiet day off in the middle of spring.
