「1日5分で英語ペラペラ」は計算が合わない。米国務省の"2200時間"の正しい読み方

読む前に予想してみよう!
米国務省の目安「約2200時間」は、日本人が英語をペラペラにするのに必要な時間として発表されたものだ
これは英語を母語とする外交官が日本語などを学ぶ場合の目安。しかも授業時間のみで、自習時間は含まれていない。

米国務省の外交官研修では、英語話者が日本語で仕事レベルに達するのに約2200時間の授業が目安。1日5分なら70年以上かかる計算に。量と集中の両方が必要。
ひとことで言うと1日5分だとペラペラまで何十年もかかる計算。時間の「量」は大事!
「1日たった5分で、聞き流すだけで、英語がペラペラに!」。そんな広告を見たことがある人は多いでしょう。
忙しい毎日の中で、英語に何時間も使うのは大変です。できれば短い時間で済ませたい。その気持ちはよくわかります。
でも、外国語の習得にかかる時間について、ある公的機関の目安を見ると、「1日5分でペラペラ」がいかに計算に合わないかがわかります。
01米国務省が公開している「言語別の時間」
アメリカ国務省には、外交官に外国語を教える機関(FSI:Foreign Service Institute)があります。長年の研修の経験から、英語を母語とする受講者が、各言語で仕事に使えるレベル(話す・聞くの総合で、政府の尺度のレベル3)に達するまでの目安を公開しています。
日本語は、英語話者にとって「最も難しいグループ」に入っています。そして、ここが大事なポイントです。2,200時間は授業の時間だけで、毎週17時間の自習は含まれていません。
02「2,200時間」を正しく読む3つの注意点
この数字はよく「日本人が英語を習得するには2,200時間必要」と紹介されますが、正確には少しちがいます。
- 向きが逆:これは英語話者が日本語を学ぶ場合の目安。日本語話者が英語を学ぶ場合も、言語の距離を考えると近い難しさだと推測されますが、同じ数字が測られたわけではありません。
- 自習は別:授業以外に毎週17時間の自習がある前提です。
- 条件が恵まれている:仕事で語学が必要な米政府職員が、授業中心の集中的な研修を受ける場合の目安です。
それでも、ざっくりした目安としては十分に参考になります。試しに計算してみましょう。
- 1日5分 → 2,200時間に届くまで約70年以上
- 1日1時間 → 約6年
- 1日3時間 → 約2年
中学校の英語の授業は、学習指導要領で年間140単位時間(1単位時間50分)。3年間で約350時間です。英語が「使えるレベル」に届かないのは、才能ではなく時間の問題とも言えそうです。

03「毎日少し」と「短期集中」、どっちがいい?
では、同じ時間なら、毎日少しずつと、短期間に集中してやるのとでは、どちらがよいのでしょう。
スペインの研究者セラーノとムニョスは、2007年に、大人の英語学習者で同じ授業時間数を、集中的に詰め込むコースと、長い期間に分散させるコースを比べました。結果、集中的なコースのほうが伸びが大きかったのです。
一方、記憶の研究では、間隔をあけてくり返す(分散学習)ほうが、長く覚えていられることが数多く確かめられています。
つまり、技能を伸ばすには「まとまった集中時間」、覚えたことを忘れないためには「間隔をあけた復習」。両方を組み合わせるのがよさそうです。
04まとめ
「1日5分でペラペラ」は、時間の計算からするとウソと言わざるをえません。
でも、それは悪い知らせではありません。英語が話せない大きな理由は、才能がないからではなく、まだ時間が足りていないことかもしれません。今日の30分が、2,200時間への確かな一歩になります。

The U.S. Foreign Service Institute, which trains American diplomats, publishes estimates of how long native English speakers need to reach professional working proficiency. Category I languages such as Spanish and French require 552 to 690 class hours, whereas Category IV languages, including Japanese, Korean, Chinese and Arabic, require about 2,200, with a typical week combining 23 hours of class and 17 hours of self-study.
The figures are often misquoted. They describe English speakers learning Japanese rather than Japanese speakers learning English, exclude independent study, and assume adult government employees in intensive classes. Even so, as a rough benchmark they are sobering: at five minutes a day, 2,200 hours would take more than 70 years. How the hours are arranged also matters.
In a 2007 study, Serrano and Muñoz found that adult English learners progressed more when the same number of hours was concentrated into an intensive course than when it was spread out. Memory research, by contrast, consistently shows that spaced review improves long-term retention. In practice, that means combining blocks of intensive practice to build skills with regular spaced review to keep what has been learned.
