Naming a child in Japan involves a rule that surprises people: the characters are restricted by law. You may use the everyday-use characters taught in school plus a separate list approved specifically for names, which together come to roughly three thousand. A character outside those lists will be rejected at the counter when the birth is registered.

What was never restricted was the reading. Japanese characters have multiple readings, so parents could assign almost any sound to any character, which produced a generation of names that other Japanese people genuinely cannot read, known informally as sparkly names.

That changed in May 2025, when a revision of the family register law began recording readings officially. For a newborn, the reading must now be one generally accepted for those characters, which rules out readings based on a foreign word or a chain of association. People already registered were given a year to confirm or correct the reading on their own record.

日本で子に名をつけるとき、人を驚かせる決まりがあります。使える漢字が法律で制限されているのです。学校で習う常用漢字に加えて、名前のために認められた別の一覧の漢字が使え、合わせておよそ三千字になります。そこにない字は、出生を届け出る窓口で受け付けられません。

制限がなかったのは読み方のほうです。漢字には複数の読みがあるため、親はほとんどどんな音でもどの字に当てることができました。その結果、ほかの日本人には本当に読めない名前の世代が生まれ、俗にキラキラネームと呼ばれました。これが2025年5月に変わります。

戸籍法の改正により、読み方が正式に記録されるようになったのです。新しく生まれた子の読みは、その漢字の読み方として一般に認められているものでなければならず、外国語や連想に基づく読みは認められません。すでに戸籍のある人には、自分の記録の読みを確認または訂正するために一年の期間が与えられました。

So that a name can be written and read by ordinary administrative systems and by other people. The lists have been expanded many times, usually after parents challenged a rejection, and the current total is around three thousand.
