Kyoto Proposes Dual Pricing for Nijo Castle
1Kyoto plans to make visitors from outside the city pay more than residents to enter Nijo Castle, a UNESCO World Heritage site run by the city. Mayor Koji Matsui announced the proposal to the city assembly during a plenary session on October 1.
2Adults currently pay 1,300 yen for a ticket that covers the castle grounds and the Ninomaru Palace, a National Treasure. The grounds also include the Ninomaru Garden, which the government has named a Special Place of Scenic Beauty. Under the proposal, the fee would fall by 300 yen to 1,000 yen for Kyoto residents. For people from outside the city, it would rise by 700 yen to 2,000 yen.
3The city said the extra income would be used to preserve and repair the castle's buildings. Charging different prices to different groups of people for the same service is known as dual pricing. Here, the line would be drawn by where a visitor lives, not by nationality.
4The city plans to submit a revised ordinance to the assembly in November. If it is approved, the new fees are expected to take effect in fiscal 2027.
5Kyoto already offers some local discounts at the castle. Elementary and junior high school students who live or go to school in the city can enter for free. Residents aged 70 or older are also admitted free. City residents can buy an annual pass for 2,600 yen.

本文の the new fees are expected to take effect in fiscal 2027 は「新しい料金は2027年度から始まる見通しだ」という意味。
