COP30 in Belem: Progress on Forests and Finance, No Deal on a Fossil Fuel Roadmap

1The United Nations climate conference COP30 ended in Belem, Brazil, on November 22, 2025, after two weeks of negotiations among nearly 200 countries. The host city is in the Amazon, the world's largest tropical rainforest. The World Resources Institute, a research group, said Indigenous Peoples took part in record numbers.

2One key result concerns adaptation, which means preparing for the effects of climate change, such as floods, droughts, and rising seas. The agreement calls for efforts to at least triple adaptation finance by 2035. Observers said the target still needs to be made clearer, for example by stating how much money it starts from.

3Brazil also launched the Tropical Forest Forever Facility, a fund that will reward countries for keeping their tropical forests standing. Norway, Germany, Indonesia, France, and Brazil pledged a combined 5.5 billion dollars, and Brazil aims to raise 125 billion dollars in total.

4The most difficult issue was fossil fuels. More than 80 countries pushed for a roadmap to move away from oil, coal, and gas, but other countries opposed it. As a result, the final text referred to an earlier COP agreement but did not include a roadmap. The COP30 president said Brazil would prepare roadmaps on fossil fuels and on stopping deforestation for countries that join voluntarily.

5Outside the main agreement, some groups of countries made their own promises. Seven countries, including Japan, signed a statement aiming for near-zero methane emissions from the fossil fuel sector.

本文の adaptation, which means preparing for ...(適応、それは~に備えることを意味する)や the Amazon, the world's largest tropical rainforest(世界最大の熱帯雨林であるアマゾン)がその例。
