A City Sets a Two-Hour Guide for Screen Time
1The city of Toyoake in Aichi Prefecture passed a rule that asks residents to limit free-time phone use to two hours a day. The city assembly approved the ordinance on the proper use of smartphones on September 22, 2025, by a vote of 12 to 7. Toyoake, near Nagoya, has nearly 70,000 people.
2The ordinance took effect on October 1. It covers smartphones and tablets but does not count time spent on work or study. The city said it is the first rule in Japan to set such a time guide for all residents.
3The ordinance also suggests that elementary school children stop using devices by 9 p.m. Junior high school students and older are asked to stop by 10 p.m. Its main purpose is to protect sleep, since late-night screen time can harm physical and mental health. Families are encouraged to make their own rules together.
4There are no penalties. The mayor said the two-hour figure is a guideline, not a strict limit. City officials have also said they will not watch or check how long people use their phones. Even so, the plan drew many opinions from people both inside and outside the city.
5A Tohoku University professor who studies smartphone addiction said the whole community should back schools and families as they make their own rules. Along with the ordinance, the assembly passed a resolution that asks the city to respect residents' freedom and diversity. The resolution also calls for a review of the ordinance based on its effects.

本文の a rule that asks residents to limit free-time phone use は「住民に~を求めるきまり」という意味。
