South Korea Writes a Classroom Phone Ban into Law
1South Korea's National Assembly voted on August 27, 2025, to ban the use of phones and other smart devices during class. Of the 163 lawmakers present, 115 supported the bill, 31 opposed it, and 17 abstained. The law took effect on March 1, 2026, a day ahead of the start of the new school year.
2The law applies to elementary, middle, and high schools across the country. It also gives teachers the power to restrict phone use anywhere on school grounds. Exceptions are allowed for schoolwork and emergencies, with approval from teachers. Students with disabilities may also use assistive devices. Schools are also required to teach students how to use smart devices properly.
3The Education Ministry said the law gives schools a clear legal basis for limiting smart devices, so that students can learn and teachers can teach. A 2024 government survey found that 43 percent of people aged 10 to 19 depend too much on their phones, more than twice the rate for the whole population. In a survey by a teachers' group, nearly 70 percent of teachers said phones had disrupted their lessons.
4Not everyone agrees with the approach. One high school teacher said the real problem is not phones but the heavy pressure of the highly competitive college entrance exam. An 18-year-old student said schools take phones away but do not teach students how to use them well.
5Many countries already limit phones in schools. Italy, the Netherlands, and China have limits in every school, while Finland and France mainly target younger children. However, only a small number of countries have a national law on phones in class, and South Korea is now one of them.
