What Caused the Great Iberian Blackout?
1A massive power failure cut electricity to almost all of Spain and Portugal on April 28, 2025. The blackout began around midday and also briefly hit a small area of southwestern France. Spain and Portugal together have a population of about 60 million people.
2Daily life came to a halt within seconds. Trains stopped, businesses shut their doors, and internet and phone connections failed. As night fell, many cities went dark.
3Grid operators restored power step by step. Portugal's transmission system was fully back around midnight, and Spain's was fully restored early the following morning. Before the blackout, Spain had been sending electricity to France, Portugal, and Morocco.
4A panel of European experts set up by ENTSO-E, the association of the continent's grid operators, spent almost a year investigating. When the final report came out on March 20, 2026, ENTSO-E's president said there was no single cause and called the event a perfect storm of several factors. The trouble began in southern Spain, where power plants producing about 2,200 megawatts suddenly went offline. The key factor was that the Iberian power system could not control sudden rises in voltage. As the voltage climbed, many power plants disconnected automatically, which pushed the voltage even higher.
5Investigators also found two periods of unusual power swings in the 30 minutes before the collapse. The report found that many renewable energy installations were too rigid to adjust to the sudden changes. It also said grid operators, including Spain's Red Electrica, lacked real-time monitoring and did not flag the risk as voltages neared critical levels.

Before the blackout, Spain had been sending electricity to ...(停電の前まで、スペインは電気を送り続けていた)がその例。
