💡 どんな意味・どんなときに使う？
whether or not は、節の働きによって2つの意味になる表現です。名詞節（主語・目的語など）のときは「〜かどうか」で、I wonder whether or not it's true. のように使います。副詞節のときは「〜であろうとなかろうと」という譲歩の意味になり、Whether or not you like it, you have to do it.（好きであろうとなかろうと、やらなければならない）となります。or not は whether S V or not のように文末に置くこともできます。if も「〜かどうか」を表せますが、主語の位置や前置詞の後ろには置けず、whether との違いがよく狙われます。

if〜かどうか｜目的語のときのみ使える。主語や前置詞の後ろは不可。
regardless of whether ~〜かどうかに関係なく｜譲歩の意味をはっきり示すかための言い方。
⚠️ if or not とは言いません。また主語の位置や前置詞の後ろでは if は使えないので、whether を選びましょう。
