New Agency Takes Charge of Japan's Disaster Planning
1Japan launched a new government agency on Monday to lead its work on natural disasters. The prime minister is the head of the National Disaster Management Agency. Goshi Hosono, who is also the minister for reconstruction, is set to become its first minister.
2Until now, disaster planning was handled by a division of the Cabinet Office and by other ministries. The new agency was built by reorganizing that division, and it started with an authorized staff of 352. It is designed to be the center of the government's disaster work, from preparation to recovery.
3The agency is focused on huge disasters that could hit the whole country. These include a Nankai Trough megaquake and a major earthquake in the Tokyo area. The agency's minister can make recommendations to other ministries. However, this power is different from directly giving orders.
4Hosono said he planned to issue an emergency request on the agency's first day. It is aimed at government ministries, prefectures and ordinary people. He has asked households to store food, water and portable toilets. The supplies should last for at least three days, and ideally for a week.
5Some people on social media became anxious about the request. In a post on X, Hosono explained that the request was not triggered by any information predicting an earthquake or other disaster. He said its purpose is to make sure people prepare before a disaster strikes.

本文の disaster planning was handled by a division of the Cabinet Office and by other ministries.
