Why the World's Clocks Are Giving Up the Leap Second
1Representatives of countries around the world voted on October 15 to stop adding leap seconds to the world's clocks. The decision was made at the General Conference on Weights and Measures in Versailles, France, and the change will take effect on May 20, 2027.
2The world's official time, known as UTC, is kept by atomic clocks. Earth's spin, however, does not keep perfect time, so clock time and the time based on Earth's rotation slowly drift apart. Since 1972, a leap second has been added 27 times to keep the gap under one second. Each time, one minute lasted 61 seconds.
3Phones, satellites and planes all rely on exact time, and adding a second can cause trouble for some computer systems. Japan's Sankei Shimbun reported that a leap second in 2012 caused server trouble at internet service providers in Japan and delayed many flights in Australia.
4Earth's spin began to speed up in the mid-2010s, according to Scientific American. Scientists had predicted that clocks might soon have to drop a second, called a negative leap second, perhaps as soon as 2029. That has never been done before. An official at the U.S. Naval Observatory said avoiding such a step was a very big reason for the change, according to Scientific American.
5Under the new rule, the gap between the two kinds of time will be allowed to grow from less than one second to as much as one hour. According to Scientific American, a leap hour will then be added instead. The magazine said scientists expect the first leap hour to be needed more than 1,000 years from now.

Scientists had predicted that clocks might soon have to drop a second
