Customer Harassment Measures Become Mandatory in Japan

1Every employer in Japan has been required since October 1 to take measures against customer harassment, known in Japanese as kasuhara. The obligation, set out in a labor law revised in 2025, applies to all companies and to local governments.

2The health and labor ministry defines customer harassment as words or actions by customers that go beyond what society would normally accept and harm employees' working environment. Its guidelines list examples such as demands with no reasonable basis, physical attacks, insults, and refusing to leave a shop. Forcing staff to kneel on the floor and apologize is also included. The rules apply to behavior over the phone and on social media as well as face to face. Customers here also include people using facilities such as stations, airports, hospitals, and schools.

3Under the guidelines, employers must adopt a clear policy of protecting workers and share it with their staff. They must set up a consultation desk, investigate incidents quickly, and support those affected. Workers who ask for help must not be treated unfairly.

4The ministry suggests steps such as not leaving an employee to handle a problem customer alone. It also says companies should report possible crimes to the police. At the same time, employers are told to respect consumers' rights and avoid unfair treatment of people with disabilities.

5The same law also made it mandatory for companies to prevent sexual harassment of job seekers, such as students looking for work.

Every employer in Japan has been required since October 1 to take measures ...
