Late April and early May in Japan is Golden Week, a run of holidays, and two of them have a complicated history worth knowing. April 29th was the birthday of the Showa emperor, Hirohito, and was a public holiday throughout his long reign.
When he died in 1989 that reason disappeared, but removing a holiday from the middle of the spring run was not an attractive option, so the date was kept and renamed Greenery Day, a name chosen because he was known for his interest in plants and marine biology. Then in 2007 it changed again.
April 29th became Showa Day, framed as a day to reflect on the Showa era, and Greenery Day was moved to May 4th, a date that had already been a day off under the rule that a weekday caught between two holidays becomes one. So the sequence now runs Showa Day, Constitution Memorial Day, Greenery Day, Children's Day. Two of those four dates exist because of an emperor's birthday and a scheduling rule rather than because of what they are named after.

It has been debated. The Showa era covers both the war and the postwar recovery, and what it means to reflect on it is not something everyone agrees about. The law's wording is deliberately broad.
