Japan has sixteen national holidays. Several were moved to Mondays under a law to create three-day weekends, and two, the spring and autumn equinoxes, shift with astronomy rather than the calendar. If a holiday falls on a Sunday the following Monday becomes a holiday instead.

Japan has sixteen public holidays a year, which is a high number by international comparison, and understanding them explains a lot about when the country moves. Some are fixed dates: New Year's Day, National Foundation Day in February, the Emperor's Birthday, Constitution Day, Children's Day, Mountain Day in August, Culture Day and Labor Thanksgiving Day in November.
Several others were deliberately moved to Mondays under a law passed to create three-day weekends, including Coming of Age Day, Marine Day, Respect for the Aged Day and Sports Day. Two float: the spring and autumn equinoxes are set by astronomical calculation and announced officially the previous February.
There is also a rule that if a holiday falls on a Sunday, the next weekday becomes a holiday, and a day sandwiched between two holidays becomes one as well. The catch is that a high holiday count coexists with low take-up of individual paid leave.
日本の祝日は年に16日あり、国際的に見ても多いほうです。これを知っておくと、この国がいつ動くのかがよく分かります。日付の決まっているものがあります。元日、二月の建国記念の日、天皇誕生日、憲法記念日、こどもの日、八月の山の日、そして十一月の文化の日と勤労感謝の日です。

QWhy do some holidays move every year?
Two reasons. Several were shifted to the second or third Monday of a month by law, to create long weekends. Separately, the two equinox days are determined astronomically, so their dates are calculated and announced in advance.
理由は二つあります。いくつかは三連休をつくるために、法律で第二月曜や第三月曜に移されました。それとは別に、春分と秋分の二日は天文の計算で決まるため、日付があらかじめ計算されて公表されます。
