Coin parking is how Japanese cities use their leftover land. A plot too small to build on becomes a car park of four or five spaces, unattended, with a machine at the entrance. You drive over a numbered bay, and after a minute a metal plate rises under the car to hold it in place.
When you return you enter your bay number at the machine, pay in cash or by card, and the plate drops. Rates are shown per unit of time, typically a few hundred yen for thirty minutes in a city center, with a maximum for twelve hours or overnight that is much lower, which is why the board has several numbers on it.
Newer lots use cameras and number plate recognition instead of plates. Two practical points: check whether the cheaper maximum applies only overnight, and do not try to drive out over the plate, which will damage the car and is treated as theft of service.

QWhy is street parking so rare?
Because on-street parking is heavily restricted and enforcement is contracted out, so tickets come quickly. Japan also requires proof of an off-street parking space to register a car in most areas.
