Coin parking is how Japanese cities use their leftover land. A plot too small to build on becomes a parking lot of four or five spaces, unattended, with a machine at the entrance. You drive into a numbered space, and after a minute a metal plate rises under the car to hold it in place.
When you return you enter your space number at the machine, pay in cash or by card, and the plate drops. Rates are shown per unit of time, typically a few hundred yen for thirty minutes in a city center, with a maximum for twelve hours or overnight that is much lower, which is why the board has several numbers on it.
Newer lots use cameras and license plate recognition instead of plates. Two practical points: check whether the cheaper maximum applies only overnight, and do not try to drive out over the plate, which will damage the car and can be treated as dodging the fee.

QWhy is street parking so rare?
ABecause on-street parking is heavily restricted and enforcement is contracted out, so tickets come quickly. Japan also requires proof of an off-street parking space to register a car in most areas.

AOften yes at newer machines, along with credit cards and code payment. Older machines take coins and thousand-yen notes only, so carrying some cash is still sensible.

豆知識Background
コインパーキングは、建物を建てにくい狭い土地や、次の用途が決まるまでの土地を活用する形で広がりました。ロック板を使う方式のほか、車の出入りを撮影して精算する方式や、ゲートで管理する方式があります。日本では多くの地域で、自動車の登録に保管場所の証明が必要とされ、路上に長時間停めておくことはできません。放置駐車の確認事務は2006年の道路交通法の改正で民間に委託できるようになり、取り締まりが強化されました。
