ルワンダでは2016年からドローンが輸血用の血液を病院へ運ぶ。日本も2022年にレベル4飛行が解禁。ただ天候・重さ・コストの壁は大きい。
ひとことで言うとドローン配達はもう現実。ただし「どこでも何でも」はまだムリ!
「ドローンで荷物が届く未来」と聞くと、まだSFの世界だと思うかもしれません。
でも実は、アフリカのある国では、約10年前からドローンが毎日のように命を運んでいます。届けているのは、ピザでもスマホでもなく――輸血用の血液です。
ドローン配送は、いまどこまで現実になっていて、何がまだ難しいのでしょうか。
01道路が苦手な場所ほど、空が強い
アフリカのルワンダは「千の丘の国」と呼ばれるほど山が多く、雨の季節には道路が通りにくくなることもあります。輸血用の血液は長く保存しにくいため、地方の病院では「必要なときに手元にない」ことが大きな問題でした。
そこで2016年、米国の企業がルワンダ政府と協力し、固定翼型(飛行機型)のドローンで血液を病院に届けるサービスを始めました。ドローンは病院の上空で荷物をパラシュートで落とし、着陸せずに基地に戻っていきます。

02日本は「レベル4」解禁で新しい段階へ
日本のドローンのルールには、飛び方に応じた「レベル」があります。
2022年12月の制度改正で、国の認証を受けた機体と、国家資格を持つ操縦者などの条件を満たせば、レベル4飛行が可能になりました。2023年3月には、東京都奥多摩町で郵便物を運ぶ、国内初のレベル4飛行も行われました。
現在は、山間部や離島など、トラックや船だと時間がかかる場所での配送実験・サービスが中心です。
03「玄関まで何でも届く」はまだ先
ドローン配送の主な壁は、こんなところです。
- 天気:強い風・雨・雪に弱く、毎日確実に飛べるとは限らない
- 重さ:運べる荷物は軽いものが中心。重くなるほどバッテリーがもたない
- 受け取り方:どこに降ろす? 誰が受け取る? 盗難は?
- コスト:機体・保険・操縦者・管理の費用を、配送料でまかなえるか
- 環境:小型ドローンで軽い荷物を運ぶならトラックより省エネになりうる一方、倉庫を増やす必要があると効果が薄れる、という試算もある(Stolaroff ら, 2018)
04まとめ
ドローン配送は、医療品や山間部への配送のように「道路が苦手な場所」から、すでに現実になっています。日本でもレベル4が解禁され、新しい段階に入りました。
ただし「どこでも・何でも・いつでも」はまだ先。空の宅配便は、本当に困っている場所から少しずつ広がっていくのかもしれません。

Drone delivery is often imagined as a futuristic convenience, but its most convincing success so far has been in medical logistics. In Rwanda, whose mountainous terrain makes some roads difficult in the rainy season, fixed-wing drones have dropped blood products by parachute to hospitals since 2016. A study published in The Lancet Global Health in 2022 analyzed 12,733 drone deliveries to 20 facilities between 2017 and 2019. Emergency deliveries took about 50 minutes on average, roughly 79 minutes faster than estimated road transport, and blood wastage from expiry fell by about 67% after one year.
Because the study was observational and compared drones with estimated rather than actual road times, other improvements during the same period cannot be fully ruled out, and cost-effectiveness was not assessed. In Japan, a December 2022 revision permitted Level 4 flights beyond visual line of sight over populated areas, provided that certified aircraft and licensed pilots are used, and the first such flight carried mail in 2023. Obstacles remain, however, including wind and rain, limited payloads, safety and privacy concerns in cities, and operating costs. Even the environmental benefits depend on how delivery networks are designed.
