Smoking rules in Japan confuse visitors because they run opposite to the pattern in many countries. Abroad, the usual arrangement is that you cannot smoke indoors but can smoke outside on the street. In Japan, since a health law took full effect in April 2020, indoor public spaces including restaurants and offices are non-smoking in principle, but enclosed smoking rooms are permitted, so buildings have glass boxes with ventilation.

Meanwhile many city wards ban smoking on the street entirely, with a fine, and provide marked smoking areas instead, because the concern there was burns to passers-by and litter rather than second-hand smoke. So the reliable rule for a visitor is: do not light up outdoors unless you are standing in a designated area, and indoors look for the room.

Two complications. Small bars and restaurants that already existed and meet size conditions were given exemptions, so some places still allow smoking and must display a notice, and under-twenties may not enter them. And heated tobacco products are handled separately, with some venues allowing them where cigarettes are not.

日本の喫煙の決まりは、多くの国と逆なので、訪れた人を戸惑わせます。よその国では、屋内では吸えないが路上では吸える、というのがふつうです。日本では、2020年4月に健康増進法が全面的に施行されて以降、飲食店や職場を含む屋内の公共の場は原則禁煙になりました。

改正健康増進法は2020年(令和2年)4月に全面施行され、多数の人が利用する屋内は原則禁煙となった。経過措置として、2020年4月時点で営業していた客席面積100平方メートル以下の個人・中小企業の飲食店には例外が認められ、標識の掲示が義務づけられている。加熱式たばこについては、専用の喫煙室で飲食も可能とする扱いが定められた。路上喫煙の規制は各自治体の条例によるもので、千代田区が2002年に過料を伴う条例を施行したのが先がけとされる。
