The twenty-four solar terms divide the year by the sun's position, not by the moon. Risshun, the start of spring, falls around February 4; the solstices and equinoxes are four of the twenty-four. The system came from ancient China and does not match Japan's actual weather well, which is why the start of spring lands in the coldest weeks. It survives in weather reports, greetings, food marketing and haiku.

Japanese weather forecasts will say, in early February, that today is risshun, the first day of spring, on a day when it is snowing. Foreign visitors find this strange, and it is worth explaining why. The twenty-four solar terms are a calendar of the sun: the year is divided into twenty-four equal steps of the sun's position along the ecliptic, about fifteen days each.

Four of them are the equinoxes and solstices; the other twenty have names like the start of spring, the descent of frost, the greater cold. The system was worked out in ancient China for the climate of the Yellow River basin, so the names run roughly a month ahead of Japanese weather. Rather than fix that, Japan kept it as a way of announcing a season slightly before it arrives.

In practice the news mentions the term of the day, formal letters open with a phrase built on it, and haiku uses the terms as season words. The dates are not fixed by rule but calculated astronomically, and in Japan the National Astronomical Observatory publishes them for the coming year each February.

日本の天気予報は、雪の降る二月の初めに「今日は立春です」と言います。外国の人は不思議に思いますから、説明できるとよいでしょう。二十四節気は太陽の暦です。太陽の黄道上の位置で一年を二十四等分し、一つがおよそ十五日。そのうち四つは、春分・秋分・夏至・冬至という、よく知られたものです。
