A striking feature of the Japanese tax system is how few people file a return. Employers withhold income tax from each monthly salary, and in December they perform nenmatsu chosei, a year-end adjustment that recalculates the year's liability against what was withheld and refunds or collects the difference through the December or January payslip. For a typical employee that is the end of it: no form, no deadline, no accountant.

Filing a return, kakutei shinkoku, applies to the self-employed, to people with significant side income, to those selling property or shares outside a withholding account, and to anyone claiming deductions the employer cannot handle, such as large medical costs, a first-year housing loan deduction, or donations including furusato nozei, the hometown tax scheme. The window is roughly February 16th to March 15th, filing online through a portal is now normal, and tax offices open temporary help desks that are extremely busy in the final week.

日本の税の仕組みで際立っているのは、申告をする人がどれほど少ないかということです。勤め先は毎月の給与から所得税を天引きし、十二月に年末調整を行って、その年の税額を計算し直し、天引きした額との差を十二月か一月の給与で還付または徴収します。

QDo I need to file if I am an employee with one job?

Normally no. Your employer's year-end adjustment settles it. You would file only to claim a deduction it cannot process, or if your income exceeds the threshold at which adjustment is not available.
