Until recently, having a second job in Japan meant breaking your company's rules. Employment contracts and work regulations routinely prohibited outside work, on grounds of fatigue, confidentiality and the idea that an employee belongs to one company. That changed direction in 2018, when the labor ministry revised its model work rules, which many companies copy, to allow side work in principle with notification.
Large employers have followed unevenly: some now actively encourage it as a way to develop skills, others permit it only with approval and exclude competitors. Real obstacles remain. Working hours at two employers are combined for overtime purposes, which makes employers cautious.
Income above a threshold requires filing a tax return yourself rather than relying on the year-end adjustment. And for public employees the restrictions are much tighter. The cultural shift matters as much as the legal one: for a generation that expected lifetime employment, a second job implied disloyalty rather than initiative.
少し前まで、日本で副業を持つことは、会社の決まりを破ることを意味しました。雇用の契約や就業規則は、疲労、機密、そして社員は一つの会社に属するものだという考えを理由に、社外の仕事を禁じるのが通例でした。それが2018年に向きを変えます。
厚生労働省が、多くの企業が参考にするモデル就業規則を改め、届け出のうえで原則として副業を認める形にしたのです。大きな企業の対応はまちまちです。技能を伸ばす方法として積極的に勧める会社もあれば、許可制にして同業を除く会社もあります。現実の障壁は残っています。二つの勤め先の労働時間は、残業の計算のうえで通算されるため、雇う側は慎重になります。
一定の額を超える収入があれば、年末調整に頼らず自分で確定申告をしなければなりません。公務員にはもっと厳しい制限があります。文化の変化は法律の変化と同じくらい大きな意味を持ちます。終身雇用を前提にした世代にとって、副業は積極性ではなく不忠を意味していたからです。

It can restrict it for legitimate reasons such as competing businesses, damage to its reputation, leaking of confidential information, or work that would impair performance. A blanket ban with no reason is on weaker ground than it used to be.
