The standard explanation
From late March, Japanese weather reports track the cherry blossom front as it moves north, opening in Kyushu first and reaching Hokkaido in May. It works as a forecast because almost all the trees are a single cloned variety, so they bloom at the same time in the same conditions. Each city has a designated reference tree that officially declares the opening.

Every spring, Japanese weather forecasts include the cherry blossom front. It is drawn on a map like a weather front and moves north over about two months, from Kyushu in late March to Hokkaido in May. The reason this works as a forecast is worth knowing.
Most cherry trees planted in Japan are a single variety called Somei Yoshino, propagated by grafting, which means they are genetically identical clones of one original tree. Identical trees in the same conditions bloom at the same time, so the whole city goes at once and a forecast is possible.
Each region has one designated reference tree, watched by the meteorological office, and blooming is officially declared when a set number of flowers open on it. The blossoms then last about a week, so the reports are followed with real attention. This is also a fragility: a single disease could affect all of them.
Questions people actually ask
And how to answer them.
QWho decides when the blossoms have opened?
The Japan Meteorological Agency, via a designated reference tree in each region. Opening is declared when five or six flowers have opened on that specific tree.
QWhy does it matter so much?
Because the window is about a week. Parties, travel and photography all have to be booked against a moving target, and businesses plan around it.
QIs climate change affecting it?
The long-term record shows opening dates trending earlier in many cities. Kyoto has unusually long historical records of blossom dates, and they have moved earlier over the past century.
