Japan's earthquake early warning system, in service since October 2007, detects the fast initial waves of an earthquake and calculates how strong and how soon the more damaging shaking will arrive nearby. Phones, TVs and public speakers broadcast a distinctive alert tone and a short instruction to take cover, giving anywhere from several seconds to almost no warning at all depending on how close you are to the epicenter. It cannot predict earthquakes before they start, only announce one that is already underway.

Earthquake Early Warning, kinkyu jishin sokuho, works because the first waves an earthquake sends out travel faster than the ones that actually shake buildings apart. A national network of seismometers detects that fast initial wave, and the Japan Meteorological Agency's system calculates the epicenter, magnitude and expected intensity almost instantly, then pushes an alert to phones, television broadcasts and public loudspeakers in the areas likely to feel strong shaking. The alert is such a familiar sound, a distinctive two-tone chime followed by a flat mechanical voice, that most residents react before consciously registering what it is.

The warning is genuinely useful for anywhere from tens of seconds to no time at all, depending on distance from the epicenter, since it's a race against the shaking itself; for an earthquake directly underneath a city, the warning can arrive after the shaking already started. It has sounded false alarms on rare occasions and been criticized for arriving too late during the biggest, closest quakes, but for moderate earthquakes a bit further out, it buys real seconds to step away from a window or duck under a table.
