School rules in Japan can be far more detailed than visitors expect. Beyond a uniform, a school may specify hair length, ban dyed or permed hair, set sock color and height, forbid certain hairstyles, and regulate what may be carried. The reasoning given is usually fairness and focus: if appearance is fixed, students are not competing over it.
The criticism, which has grown loud in Japan itself, is that some rules have no stated purpose and fall hardest on students whose natural hair is not black or straight, since a few schools asked such students to submit a certificate confirming their hair color was natural. This is changing.
From around 2021 the education ministry instructed schools to review rules and involve students in that review, and in 2022 Tokyo's public high schools abolished several rules including the hair certificate. The pace of change varies by prefecture and by school, and the debate is ongoing rather than settled.
日本の校則は、訪れた人が思うよりずっと細かいことがあります。制服のほかに、髪の長さを定め、染めることやパーマを禁じ、靴下の色と丈を決め、特定の髪型を禁じ、持ちものを制限する学校もあります。理由として挙げられるのは、たいてい公平さと集中です。

The stated aim is to prevent dyeing. The problem is that students with naturally brown or curly hair are then treated as breaking a rule, which is exactly the criticism that led some boards to drop the requirement.
