Anyone fifteen or older can register one personal seal, called a jitsuin, with their local municipal office, and only that registered seal can be officially certified. The certificate, inkan shomei, is what proves the seal stamped on a document is genuinely yours, and it's required for buying a car, taking out a loan, or transferring real estate. A cheap store-bought stamp, or a hanko shared across a whole family, cannot be registered as a jitsuin, since only one, unique to the person, is allowed.

Inkan shomei sits one step beyond an ordinary hanko. Most everyday stamping, signing for a delivery or a form at the office, uses an unregistered stamp that anyone could theoretically buy off a shelf. For anything with real financial weight, buying a car, taking out a loan, or transferring a house, the law expects a jitsuin instead: a single personal seal registered with your city or ward office, unique enough that mass-produced, identical stamps usually can't be registered.
Once registered, you can request a certificate, the inkan shomei, that proves the impression on a document was made by your registered seal and therefore represents your genuine consent. Losing that seal is treated seriously, closer to losing a passport than losing a pen, and reporting it immediately cancels the registration so nobody else can use it in your name.
