This is the hardest thing on my list to explain, and I think it should be explained honestly. The technical intern training program started in 1993 with the stated purpose of transferring skills to developing countries. What it actually did was bring in workers, mostly from Southeast Asia, to do jobs in farming, food processing, construction and care that Japan could not fill.

The design created the problem. Interns were tied to one employer and could not normally move, so someone facing unpaid overtime, withheld wages or a confiscated passport had no exit except to disappear, and around ten thousand a year did. International bodies criticised it repeatedly, and so did lawyers and unions here.

In 2024 the Diet passed a law replacing it with a system called ikusei shuro from 2027, which permits transfer between employers under conditions and treats these people as workers rather than trainees. Whether it fixes the underlying problem is still an open question here.

これは、私の手元でいちばん説明しにくいものですが、だからこそ正直に説明すべきだと思います。技能実習制度は1993年、途上国への技能移転を目的として始まりました。実際に行われたのは、主に東南アジアから人を迎え、農業、食品加工、建設、介護といった、日本では埋まらない仕事に就いてもらうことです。

問題は仕組みそのものが生みました。実習生は一つの受け入れ先に結びつけられ、原則として移れません。だから、未払いの残業代、賃金の天引き、旅券の取り上げといった扱いを受けても、出口は失踪しかなく、年に一万人ほどが姿を消しました。

QHow should I talk about this with a Japanese person?

Plainly. Most people here know the program has been criticised, and many have never thought about who picks the vegetables or staffs the care home. Stating the facts is not an attack, and pretending it went well helps nobody.
