Getting a driver's license in Japan almost always starts at a kyoshujo, a licensed driving school, because passing the government test directly without one is legally possible but practically very rare. For a standard automatic license, students complete around thirty class hours and thirty driving hours split into two stages: closed-course practice first, then a permit test, then real road driving. Only two driving lessons are allowed per day in the early stage, which is part of why the whole course takes several weeks even for someone studying full time.
At the end there's a graduation exam at the school itself, and passing that lets a student skip the practical test at the license center and go straight to the written test. Costs run into the thousands of dollars, which is steep, but a popular workaround is a residential course in a rural area, where students live at the school for about two weeks and finish faster than commuting to a city school evening by evening.

Technically yes, it's called ikki-hiken, a one-shot test at the license center, but the practical test is demanding and the pass rate for first-timers is low, so almost everyone goes through a school instead.
