The standard explanation

Jinbocho is an area in Chiyoda Ward, Tokyo, known as the town of books. Around 120 secondhand bookstores stand along its streets, and many of them focus on one field, such as art, history, film or old maps. Some big publishers also have offices in the area. Every autumn, the Kanda Used Book Festival fills the sidewalks with carts of books.

A full paragraph you can read aloud

If you love books, Jinbocho in central Tokyo is a place worth knowing about. It is often called the town of books, because around 120 secondhand bookstores stand along its streets. What makes Jinbocho special is that many shops focus on one subject.

One sells only art books, another sells old maps, and another sells film posters or Japanese books bound in the traditional way. Why did so many bookstores gather here? It is said that several schools of law and other colleges opened in the area in the late 1800s, and shops started selling books to their students.

Today, some of Japan's big publishers also have offices nearby. Every autumn, the Kanda Used Book Festival lines the main street with more than 100 carts of books, and people walk slowly along the rows looking for treasures. The area is also known for its many curry restaurants. I think it is the perfect place to spend a rainy afternoon.

Background (Japanese)

英語では a used book town や Tokyo's town of books と言うと伝わります。
