This is difficult to explain because there is nothing to point at. Buraku discrimination is directed at Japanese people who are indistinguishable from anyone else in appearance, language, religion and name. Under the old status system, people doing work connected with death, leather and butchery were placed outside the four recognized classes, and their descendants and communities carried the stigma.
The status categories were abolished in 1871. The discrimination was not. It survived mainly in two places: marriage, where families investigated a partner's background, and hiring, where companies did the same. Public money went into improving living conditions from 1969 until that program ended in 2002.
The current issue has moved online, where lists of place names circulate, which is what prompted a law in 2016 making it the state's responsibility to end this. Many younger Japanese people have genuinely never heard of it. I would not name places when explaining this, and neither does the law.
これは説明しにくい問題です。指させるものが何もないからです。部落差別が向けられるのは、見た目も言葉も宗教も名前もほかの人と区別のつかない日本人です。かつての身分制度で、死や皮革やと畜に関わる仕事に就く人々が、認められた四つの身分の外に置かれ、その子孫や地域が汚名を背負わされました。

QHow would anyone know?
They cannot, from meeting a person. Historically it was done by checking family registers or old address records, which is why access to those records was restricted and why circulating lists of place names is the central problem today.

QIs this the same as caste?
The comparison is often made and it is imperfect. There is no religious doctrine behind it and no ongoing ritual system. It is better described as a status distinction abolished more than a century ago whose social effects did not disappear with it.
よく比べられますが、正確ではありません。背後に宗教の教義があるわけでも、いま続く儀礼の体系があるわけでもありません。一世紀以上前に廃された身分の区別が、社会の側の影響だけ残った、と言うほうが近いです。
QDoes it still affect people today?
Less than in the past, and unevenly by region and generation. Marriage opposition still occurs, and online exposure of place names has created new harm. Surveys by local governments continue to find people who say they would object.
以前より弱まり、地域と世代によって差があります。結婚への反対はいまも起こりますし、地名がネットにさらされることで新しい被害が生まれています。自治体の調査では、反対すると答える人が今も一定数います。

FACTBuraku discrimination is directed at Japanese people by Japanese people, based on ancestry alone. Japan also has Ainu and Ryukyuan populations and long-resident Korean communities.
