Japanese people apologize a great deal, and visitors often read this as either excessive politeness or weakness. Neither is quite right. In Japan, an apology frequently comes at the start of a conversation, before anyone has worked out who was responsible. What it communicates is that you recognize the other person is in a difficult position, and that you are taking the situation seriously.
It clears the ground so the actual discussion can happen. In many Western countries, and in the United States especially, apologizing is understood as accepting fault, and people are advised not to apologize after an accident for exactly that reason. That gap is not trivial.
In international business it has produced real problems, where a Japanese side opened with an apology intending to show good faith and the other side recorded it as an admission of liability. If you work across this line, it is worth saying out loud which kind of apology you mean.
日本人はよく謝ります。訪日の方はそれを、過剰な礼儀か、弱さのどちらかと読むことが多いのですが、どちらも正確ではありません。日本では、謝罪が会話の最初に来ることがよくあります。誰に責任があるか誰も整理していない段階で、です。

QIs over-apologizing a problem?
It can be. Apologizing reflexively can weaken your position in a negotiation, and Japanese business writing warns against it. Within Japan it is read correctly; across cultures it is not.
