目安 4分30秒Returning to the Countryside
For decades, Japan's population has been concentrating in major cities, particularly the Tokyo area, while rural communities have aged and shrunk. The COVID-19 pandemic briefly appeared to reverse this trend. As remote work became common, a growing number of people began considering a move to the countryside, attracted by lower living costs, larger homes, and access to nature. Many local governments responded by offering generous relocation subsidies, hoping to attract young families and revitalize their communities.
The long-term impact, however, has been more limited than many had hoped. Once offices reopened, many companies asked employees to return at least part of the week, and the flow of people into Tokyo resumed. Moreover, many of those who did leave the capital moved to nearby suburbs or neighboring prefectures from which they could still commute, rather than to remote rural areas. Experts note that relocation is more likely to succeed when newcomers can find stable work locally and feel welcomed by the community, conditions that financial incentives alone cannot create.
Some towns have therefore changed their approach. Rather than simply offering money, they allow potential residents to live there for a few weeks before deciding whether to move permanently, giving both sides a chance to judge whether the arrangement will work. Others have begun to focus on people who maintain an ongoing connection with a region without living there full-time, such as those who visit regularly, work there remotely for part of the year, or support local businesses from afar. Such relationships, supporters argue, may be a more realistic goal for declining areas than reversing population loss altogether, and they may eventually lead some people to settle there permanently.
リスニング(Part1 会話形式)
目安 2分W I'm thinking of applying for that job with the city office in Nagano. They're looking for people to help promote tourism.
M Really? You'd leave Tokyo? You always say you love the nightlife here.
W I do, but I'm tired of spending two hours on crowded trains every day. And my rent takes up almost half my salary.
M The salary there would probably be lower, though.
W A little, but housing is much cheaper, and they even offer a subsidy for people moving from big cities. The thing I'm unsure about is whether I'd make friends.
M Why not visit a few times first and join some local events? That way you'd get a feel for the community.
