The shortest answer that works

Wa means the harmony of a group, treated as something everyone is responsible for keeping.

和とは集団のまとまりのことで、全員がそれを保つ責任を負うものとして扱われます。

The standard explanation

Wa is usually translated as harmony, but it is closer to the working order of a group than to warm feelings. It can exist between people who dislike each other. The oldest famous use is in the seventeenth-article constitution recorded in the Nihon Shoki, whose first article says that wa is to be valued above all.

和はふつう調和と訳されますが、温かい気持ちより、集団がうまく回っている状態に近い言葉です。互いを好きでない人どうしのあいだにも成り立ちます。古くよく知られた用例は『日本書紀』に記された十七条憲法で、その第一条に、和をもって貴しとなす、とあります。

A full paragraph you can read aloud

Wa is translated as harmony, and the translation causes trouble because harmony in English suggests people getting along warmly. Wa is more practical than that. It refers to a group being in working order, and it can exist perfectly well between colleagues who privately cannot stand each other, as long as nobody disrupts the surface.

That is why the same word appears in Japan's oldest political text and in a modern office. The seventeenth-article constitution, recorded in the Nihon Shoki as having been set out in 604, opens by saying that wa is to be valued and that opposition for its own sake is to be avoided. The strength of this idea is that it makes a group's smooth functioning everyone's job rather than the leader's.

Its weakness is well known inside Japan and openly discussed: if preserving wa outranks raising a problem, problems go unraised, and several corporate scandals have been explained this way. So it is worth presenting as a real value with a real cost, rather than as a national virtue.

Questions people actually ask

And how to answer them.

QDoes wa mean everyone has to agree?

No, it means disagreement is handled without breaking the group. That is why objections are raised privately before a meeting rather than across the table, which is the practice called nemawashi.

全員が同意しなければならない、という意味ではありません。意見の違いを、集団を壊さない形で扱う、ということです。会議の席で正面からぶつけず、前もって個別に伝えるのはそのためで、これを根回しと呼びます。

QIs it always a good thing?

It is genuinely useful and it has a cost. Japanese commentary itself points out that when keeping wa outranks speaking up, warnings do not get passed upward, and this is discussed openly after corporate failures.

本当に役に立ちますし、代償もあります。和を保つことが声を上げることより上に来ると、危ないという知らせが上に届かなくなる。日本の論評自身がそう指摘しており、企業の失敗のあとには公然と議論されます。

QWhy is the character used for Japan itself?

The same character is used as a prefix meaning Japanese, as in washoku for Japanese food and washitsu for a Japanese room. That usage came from an old name for the country and is separate from the meaning of harmony.

同じ字が、和食や和室のように日本のものを表す接頭の語としても使われます。これは国の古い呼び名から来た用法で、調和という意味とは別の系統です。

A common misunderstanding

MYTHWa means Japanese people are naturally peaceful and avoid all conflict.

FACTIt describes a norm about how conflict is handled, not an absence of conflict. Japanese workplaces and politics have plenty of disagreement; it is routed through private channels rather than public confrontation.

Background (Japanese)

十七条憲法は『日本書紀』に604年に定められたと記され、第一条が和をもって貴しとなすで始まります。作った人物については、伝えられてきた見方と、後世の成立を疑う研究とがあり、一つに定まっていません。和という字は、日本のものを指す語としても広く使われ、和食・和室・和服・和紙のように並びます。こちらは国の古い呼び名に由来する用法です。組織の中で和を保つ働きかけは、根回しや空気を読むといった語とひと続きになっています。
