The standard explanation
Every Shinto shrine has one annual festival that outranks all its others, called the reitaisai. The date is not national; it is set by the shrine's own history, often the day its deity is said to have arrived or the day of an event that mattered locally. The rites inside the shrine are formal and quiet; the parade and the stalls outside are the part visitors see.
As a short speech
A full paragraph you can read aloud
If you want to see a shrine at full strength, find out when its reitaisai falls. Every shrine has one, and it is the day its own calendar is built around, ranked above the New Year rites and the seasonal ones. The date comes from the shrine's history rather than from a national schedule, which is why two shrines in the same town can hold their main festivals months apart.
The day usually has two faces. Inside the hall there is a formal rite with offerings, a recited prayer and sacred dance, attended by the priests and representatives of the parish, often closed to the public or watched from outside.
Beyond that, in the grounds and the streets, there is a portable shrine carried by shouting neighbors, food stalls, and sometimes a market that has run on the same day for centuries. It is worth asking at the shrine office, because the notice board will give the time of the inner rite as well as the parade.
Questions people actually ask
And how to answer them.
QHow is it different from an ordinary matsuri?
Rank. A shrine holds many rites through the year, and the reitaisai is the one designated as chief. In everyday speech people just call it the festival, so the distinction matters more on paper than in conversation.
QCan I watch the rite inside?
Sometimes, from outside the hall. Larger shrines set out chairs or let visitors stand at the steps; smaller ones may close the doors. Nobody will mind you watching quietly from the grounds.
QHow do I find the date?
The shrine's own notice board or website. Many list the year's rites in order, and the reitaisai will be marked as the chief one. Tourist offices often do not have it, because it is not a public holiday.
