Monoii is a challenge to the referee's decision in sumo, raised by the judges around the ring.

The standard explanation

Monoii is when a judge challenges the referee's call in a sumo bout. The gyoji, or referee, in the ring points his fan toward the winner, but five judges sit around the ring. If one of them disagrees, he raises his hand, and the judges meet in the middle of the ring to talk it over. They can keep the call, reverse it, or order a rematch.

As a short speech

A full paragraph you can read aloud

When you watch sumo, you may see a bout end, the referee point his fan at the winner, and then a judge below the ring suddenly raise his hand. This is called monoii, which means something like "speaking up." The gyoji, or referee, gives the first call, but the final decision belongs to the five judges sitting around the ring.

When one of them raises a monoii, all five climb into the ring and discuss the bout. There are three possible results. They may agree with the referee, reverse the decision, which is called sashichigae, or order a rematch, called torinaoshi. The head judge then explains the result to the crowd over a microphone.

Sumo also uses video replay, and it has done so since 1969, which was very early for a sport. A judge in a video room shares what the replay shows, but the judges in the ring still make the final call. I like how a few seconds of silence after a monoii can make the whole arena hold its breath.

Questions people actually ask

And how to answer them.

Q

Does the referee get in trouble if his call is reversed?

It counts against him. A reversed call is called sashichigae, and it's a mark on the referee's record. The two highest-ranked referees traditionally offer to resign after one, though the offer is almost never accepted.

Q

Why did sumo start using video so early?

Because of a famous mistake. In March 1969, the great yokozuna Taiho lost a bout on a call that the replay showed was wrong, ending his 45-match winning streak. Video replay was brought in from the next tournament in May.
