Kodokushi is a word you should be able to explain carefully, because the English translation makes it sound more melodramatic than it is. It does not mean dying without friends; it means dying at home alone and not being found for some time. The discovery usually comes from outside: a landlord, a neighbor noticing an odor, mail piling up, a utility bill unpaid.
What makes it a public issue rather than a private one is the pattern behind it.
