On paper Japan's parental leave is among the more generous in the world. Leave runs until the child turns one, can be extended to eighteen months or two years if a nursery place cannot be found, and benefits are paid from employment insurance rather than by the employer. Both parents are eligible, and since 2022 fathers have had an additional flexible leave that can be taken in the weeks around the birth and split into two periods.
The gap has always been in take-up. Almost all eligible mothers take leave; fathers historically did not, and the reasons given are consistent: workload that falls on colleagues, the assumption that a man who takes leave is not serious, and in some cases direct pressure, which now has a name in Japanese and is unlawful.
Take-up by men has risen steeply since the reforms and large employers now report their figures publicly, but it remains far below the rate for women, and the average length taken by men is much shorter.
制度の上では、日本の育児休業は世界でも手厚いほうです。休業は子が1歳になるまで取れ、保育所が見つからない場合は1歳半または2歳まで延長でき、給付は会社ではなく雇用保険から支払われます。
父母のどちらも対象で、2022年からは父親に、出生前後の時期に取れて二回に分けられる別枠の休業が設けられました。差はいつも取得のほうにありました。対象となる母親はほぼ全員が取ります。父親は歴史的に取らず、その理由はいつも同じです。

QWho pays during the leave?
Employment insurance, not the employer directly. A percentage of previous wages is paid, higher in the early months, and social insurance contributions are exempted during the period, so the net drop is smaller than the headline rate suggests.

Yes. Disadvantageous treatment because of pregnancy, childbirth or taking leave is prohibited, and employers have a duty to prevent harassment related to it. The Japanese term for this kind of harassment is in common use.

育児・介護休業法は1991年に育児休業法として成立し、その後たびたび改正されてきました。2022年には出生時育児休業、いわゆる産後パパ育休が設けられ、子の出生後8週間以内に4週間まで、二回に分けて取得できます。従業員が一定規模以上の企業には、男性の育児休業取得率の公表が義務づけられています。育児休業中は健康保険料と厚生年金保険料が免除されます。保育所に入れない場合の延長は、市区町村の入所不承諾の通知が必要です。
