The standard explanation
Jomo karuta is a karuta card game made in Gunma in 1947. Each of its 44 cards describes a place, person, product or piece of history from the prefecture. Children play it through local children's groups, and the best players go on to a prefectural tournament. Many people from Gunma can still recite the cards years after they played.

As a short speech
A full paragraph you can read aloud
If you meet someone from Gunma Prefecture, try asking about Jomo karuta. Jomo is an old name for the area, and karuta is a Japanese card game where one person reads a card aloud and the players race to grab the matching picture card. Jomo karuta was created in December 1947, just after the war.
The man behind it wanted to give children in Gunma something bright and hopeful during a hard time. Its 44 cards each introduce something about Gunma, such as the hot springs of Kusatsu or Tomioka Silk Mill. One of the best-known cards is "Tsuru mau katachi no Gunma-ken," which means Gunma is shaped like a crane in flight.
Children practice through their local children's groups, and the best players compete in a prefectural tournament. Because of this, many adults from Gunma can still recite the cards. I think it is a fun way for a whole prefecture to share the same memories.
Questions people actually ask
And how to answer them.
Is it played all over Japan?
No, it's a Gunma thing. Other areas have their own local karuta, but Jomo karuta is unusual because so many people in one prefecture know it by heart.
