目安 4分30秒Why Young People Vote Less
In many democracies, young people are less likely to vote than older citizens. In Japan's national elections, for instance, turnout among voters in their twenties has often been around 30 to 40 percent, compared with roughly 70 percent among those in their sixties. Because politicians tend to focus on groups that vote reliably, this gap may lead to policies that favor older generations, such as spending on pensions, over issues more relevant to the young, such as education, childcare, and housing. Some observers warn that this can create a cycle in which young people feel ignored and become even less likely to vote.
Researchers point to several explanations. Young people frequently move for school or work, and failing to update their registered address can make voting inconvenient or even impossible. Many also report that they lack sufficient knowledge to choose between candidates, or that they doubt their vote will make any difference. Importantly, voting appears to be habit-forming. Studies in several countries have found that people who vote in the first election for which they are eligible are more likely to keep voting throughout their lives, whereas those who skip it are more likely to remain nonvoters.
For this reason, some experts argue that efforts to raise turnout should focus on first-time voters. Civic education in high schools, including mock elections and debates on real political issues, may help students feel more confident about participating. Easier voting methods, such as early voting at convenient locations, could also lower practical barriers. Critics caution, though, that such measures address only part of the problem. Unless political parties offer policies that speak to young people's concerns, they argue, many will continue to see little reason to go to the polls.
リスニング(Part1 会話形式)
目安 2分M Are you going to vote in the city election on Sunday?
W I'm not sure. I don't really know anything about the candidates, and I have a part-time shift that day.
M You could vote early at city hall this week. It only takes a few minutes.
W I didn't know that. But I still don't know who to vote for.
M There's a website where you answer questions about issues you care about, and it shows which candidates have similar views.
W That sounds helpful. One of the candidates wants to build more affordable student housing, which I'd really like.
M Then check the site tonight and see if that candidate matches your other views too.
スピーキング(面接No.3形式)
40秒Do you think online voting should be introduced in Japan?

Yes, I think so. First, online voting would make it much easier for busy young people and those living far from polling stations to vote, which could increase turnout. Second, it would reduce the cost of running elections, since fewer staff and polling places would be needed.
