Water: A Growing Crisis

Although about 70 percent of Earth's surface is covered with water, less than one percent of the planet's water is fresh water that is readily accessible for human use. According to the United Nations, around two billion people lack access to safely managed drinking water, and water scarcity is expected to worsen as populations grow and climate change alters rainfall patterns. In some regions, groundwater is being pumped out far faster than it can be replaced by rain, causing water tables to fall and, in certain cities, even causing the land itself to sink.

Agriculture is by far the largest user, accounting for roughly 70 percent of freshwater withdrawals worldwide. As a result, many experts argue that improving irrigation efficiency could have a much greater impact than asking households to take shorter showers. Drip irrigation, which delivers water directly to plant roots through a network of pipes, can reduce water use substantially compared with flooding entire fields. However, the equipment is expensive for small farmers, many of whom lack access to credit, and some governments have therefore offered subsidies to encourage its adoption.

Economists warn, however, that efficiency alone may not solve the problem. If farmers use the water they save to expand their cultivated land or to switch to thirstier but more profitable crops, total consumption may not decline at all. This phenomenon, sometimes called a rebound effect, has been observed in several regions. To prevent it, experts suggest combining subsidies with limits on the total amount of water that can be withdrawn, along with accurate monitoring. Without such rules, they argue, technological progress may simply allow even more water to be used.

(6)What problem is mentioned in the first paragraph?
(7)Why do many experts focus on irrigation?
(8)What do economists suggest to prevent the rebound effect?

🎙 Singapore, a small island nation with few natural water sources, once relied heavily on water imported from neighboring Malaysia. To reduce this dependence, the government developed what it calls the Four National Taps. In addition to imported water and rainwater collected in reservoirs, Singapore produces drinking water through desalination, which removes salt from seawater, and through NEWater, highly purified recycled wastewater. At first, many citizens were uncomfortable with the idea of drinking treated sewage. The government responded with public education campaigns and a visitor center, and NEWater is now widely accepted, meeting up to 40 percent of the nation's water demand.

Many parts of the world are facing serious shortages of fresh water.

Should people in Japan do more to save water?

Yes, I think so. First, Japan imports large amounts of food, which requires huge quantities of water to produce abroad, so we indirectly contribute to water shortages elsewhere. Second, saving water also reduces the energy needed to treat and pump it, which helps fight climate change.
