The standard explanation
Shinmai means "new rice," the rice harvested this year. It reaches the shops from late summer through autumn, and people look forward to it. New rice holds more water, so it cooks up softer and shinier and tastes a little sweeter. For many Japanese people, the first bowl of new rice is one of the small joys of autumn.

A full paragraph you can read aloud
In autumn, bags of rice in Japanese supermarkets start to carry a bright sticker that says shinmai, or new rice. Shinmai simply means rice from this year's harvest. Most rice is harvested from late summer into autumn, though some warm areas start earlier.
New rice holds more moisture than older rice, so when you cook it, it comes out softer, shinier and a little sweeter. Many people even use slightly less water in the rice cooker. There is also a rule about the label. Rice can only be labeled shinmai if it was packed by December 31st of the year it was harvested.
After New Year, the same rice cannot use the word anymore. Because rice is the center of the Japanese meal, people really do notice the difference. Some say the best way to enjoy new rice is the simplest one, as a rice ball with nothing but salt. I agree. When the new rice arrives, I feel that autumn has really begun.
